Align Tech Strategic Objectives Holistically Over all Agncys
Too Much redundancy exists among all Fed Agencies today. Hundred of millions of dollars can be saved by reducing the redundancy as this will reduce dispartiy and lead to improved results from the Feds to the people it serves. This is a big deal. Why shouldn't the Fed not run like any other business?

Authentication to support secure electronic services
The push for a 21st centruy government hits a wall with knowing just who is at the other end of the connection. It is hard if not impossible to file for many government benefits or services at state, local and federal level because of the inability to clearly identify who the parties to the transaction are. A shift to secure online government services at a certain level requires some ways to address the citizen authentication issue in order to protect their privacy and avoid fraud. Can we do this while avoiding "big brother"?

Hire/retain IT talent : make gov IT cool!
We need e-gov to work, and to do that we need e-government workers. We need some people in government to understand these technologies...and right now its almost impossible to hire and retain this talent. This is a big problem.
CTO should authorize whatever investment/changes are needed to help attract and help agencies compete for IT tallent
We need to tap the ethic of government service/saving the planet/country and working on BIG problems.

Promote Esperanto as the International Language
Esperanto in an created language made with the specific intent to be easy to learn, and to be the primary secondary language for international community. It is very easy to learn and is a language that is currently supported by the UN and Google, as well as other international organizations. It is devoid of national and cultural associations and will be less likely to change once accepted like French did to English following World War II (if I remember correctly).

Getting away from big brother and back to a stable platform would be a benefit. Use something that requires less maintenance and is secure compared to Exchange.

Be the visionary for technology application and not the CIO
Instead of being another bureaucrat to administer government policy on technology, the new CTO should be the national visionary on the potential for emerging technologies to improve both government and citizen's lives.
The other suggestions, while having merit, are focused on existing problems. Lets do something new and look forward instead of backward as bureaucracy tends to do.

Goverment sponsored Highschool and college feedback law.
It's not a mystery anymore. Our nation as a whole is lagging behind other first world countries in education as a whole. Also according to the census, only a third of the country has a Highschool Degree when our standard of living shows that a Highschool degree does not make enough money to live off of.

Make early voting and absentee voting easier
As showed in this election, many Americans would prefer to vote earlier than election day, or vote via the mail, than to turn out on election day due to other obligations such as work. While many states already have absentee voting, some swing states such as virginia did not have absentee or allowed early voting and it disenfranchised many voters who could not take that time off to vote. As of this year, thousands of americans have had their identity stolen due to out-dated privacy measures insured by our banks. The system is based on trust and checks can be passed with just a signature and a bank number. Use robots & automation to recover manufacturing leadership
Just like those financial wizards invested in ever more abstract instruments of collateralized debt instead of real wealth creation, technologists have focused on copies of software and capturing eyeballs. To regrow America we need a new focus on machines which actually DO something, which create tangible value.
The robotics revolution in manufacturing, agriculture, service, sales, health-care, construction, is never a topic of national focus, and we stand to lose out to Japan and Korea once again, unless the CTO steps up as a visionary for robotics and automation, not just free Internet.

Fix IT procurement so government uses lean, flexible systems
Lightweight, one-size-fits-all, off the shelf systems work better.
Government should be running on gmail, twitter, blogger, google calendars, salesforce.com, webex, wikimedia, etc.
