  2. The CTO should ensure that all executive agency CIO/CTOs consolidate hardware in their server and desktop environments, to the extent possible, and use virtualization software.

    Under this plan, hardware costs could be lowered significantly and systems administration maintenance would be minimized.

Use 3/4s of the proceeds to develop alternative energy sources and the other 1/4 to support short term off shore drilling which will continue to help keep the cost of oil down, and thus allow the tax to continue and help reduce our dependence on others for energy.

  9. Why can't we all audit classes from the best and brightest professors at Yale and Harvard? And then take an affordable test at thelocal Community College to get College credits. And how about rewarding teachers based on the popularity of virtual classes they create? And why not make it possilbe to learn to install a Solar Panel from a course you download and then take your test and get certified at the local Community College?

    because the mankind has too much problems today (lack and expensive energy, financial crisis, wars, etc.) then, we must give a BIG DREAM to the world and (mainly) to the youngest peoples, something like was the Apollo program in '60s ---- of course, it must be a TRUE program with REAL funds and design to be started NOW

  11. How about instead of fixed number of points, you index them to the number of posts, or the number of registered users, or something dynamic rather than static? There are way too many good posts on this site I'd like to be able to vote for.

    Further, now that the site has matured, early posts are becoming entrenched at the top, and the hundreds or newer ones are buried at the bottom, out of sight. There needs to be a better way of bringing good, newer posts out of obscurity, and providing more votes is necessary (but not sufficient) for…

  13. We need to upgrade the countrywide, WWII era system now in place with a GPS centric system that could save everyone money and decrease unnecessary CO2 emissions caused by longer than necessary flight paths and delays.

  14. The new CTO needs to focus on supporting early-stage technology companies in order for the US to stay on the cutting edge of technology. In addition, the CTO needs to have a program the incentives kids to pursue degrees in engineering and science

  16. Separate the operation of the last mile from ISP service.

    Have every ISP buy last mile access from companies that operate last-mile service. This has several benefits: ISP have buying power to reduce price, and can encourage overbuilding the last mile, and this would maximize competition among ISPs.

  17. The problem with money in politics is not that there's too much of it, it's that recipients of the money know who gave them the money. The CTO should develop a web-based system for blind-trust donations to political candidates. Donors would have no way of proving that their money went to a specific candidate, breaking the quid-pro-quo link.

  18. With terrorists and goverments continually getting more sophisticated, we need to protect ourselves on the internet front. We aren't prepared for an attack on our systems and no one's going to take it seriously until it happens. We don't seem to learn.

  19. The transportation system in the United States is a nightmare. It causes people more grief than anything other than the health care industry.

    It is not unrealistic to think that more than 50% of urban-metro transportation could be automated within 20 years.

    Doing this would save countless lives, improve quality of life dramatically, and make much more efficient use of energy.
